A membrane bonded into the fabric that stops wind passing through almost entirely, while still letting moisture out from the inside. It is windproof and water resistant rather than fully waterproof in the way a hardshell is — the right thing for cold, blustery, showery weather, and not the thing for a day of steady rain in the hills.
An overshirt is cut as a shirt — button front, shirt collar, usually unlined — in a heavier cotton, so it works as a mid-layer over a t-shirt and under a coat. A jacket has more structure, often a lining, and is meant as the outer layer. Overshirts suit spring and autumn; jackets are what you want when the weather is doing something.
It depends on the piece. The Gore-Tex Windstopper pieces are windproof and water resistant. The wool and alpaca jackets hold warmth but will wet through in sustained rain.
